In my experience, the best AI is AOE3 vanilla. This deprives you of like half the game's content, but stuff like the Native Embassy and Saloon totally fucked the AI. Its economy is better with the DLCs but its unit selection is garbage, it spams mercenaries, horse artillery and culverins and makes basically no effort to control water if there.
Top 3 are good games, although AoM is a follow up on AoE2. Star wars battlegrounds is literally AoE2 with star wars units, nice to have if you want some more campaigns.
